Running vSphere 6.5, vCenter 6.7

Recently when we were powering down some VM’s to reboot the host it seemed other VM’s started migrating off the host. We have vmotion and HA.

Any reason this might happen? I am attempting to write a script to enter maintenance mode and if I power off VM’s I do not want them to migrate.

I could disable HA or vmotion first.
