I’m looking how can we built immutable infrastructure (VM (linux or windows) )?

i build the virtual machine using template/golden image and virtual machine powered on ( this is Mutable VM ), in this process how can i make the immutable VM, does vmware have any option to achieve.

Appreciated if you direct me or provide steps how can i achieve this without any tools like packer,terraform,docker or kubernetes, want to do POC manually.
